Height is how protocol events are scheduled. Bitcoin halves at every 210,000th block rather than on a calendar date, so a halving countdown is really a count of blocks remaining converted into an estimated time.
Because blocks arrive irregularly, any date derived from block height is an estimate that moves as the network runs fast or slow.
